    1) Remove or significantly grow the 3 attempt limitation per candidate
    2) Randomly draw from the pool but weight the people heavier the more attempts they make, so Nth attempt is at least Nth heavier than the first attempt batch.
    3) Make it progressively more costly as a single company/entity makes more entries.

    (1) makes people not have to uproot their lives so often, may not be needed if (2) and (3) are in place.
    (2) makes it a little likelier for the longest waiting people.
    (3) makes it cost prohibitive for large shops like TCS to just spam the applications.

Ban Indian consulting companies, which have a long history of abusing the H1B system.

The great thing about small ICC is that they keep changing name every few yrs so they never have a long history. Banning by name is simply not enough.

Close the loophole of a candidate applying from multiple companies.. so many candidates are paying and filing through multiple bodyshop consultancies just to increase their chances in the lottery.

Maybe we can keep the first petition at 100$ and other companies who want to file for same candidate need to pay 10k-20K etc. We need to stop those candidates & consultancies from gaming the system.

That sounds like a good idea. But the thing is currently, it’s hard for USCIS know if it’s the same person or not if it’s filed from outside the US. Indian names are all similar
