Im currently in US and plan to apply for Canada EE sometime in 2020 or 2021, because cant count on getting US green card anytime soon, and want to give myself some backup plan.
When looking at the CRS point system, Ive noticed age and YOE both contribute. And FYI, Im 28.5 now, and have 2 YOE of SWE.
But it seems 2 YOE and 3+ YOE fall into two different buckets when it comes to point calculation. But when I hit 3 YOE I’ll be 29.5 (turning 30 causes age point deduction depends on how fast EE processes).
So my question is, shoud I apply EE now with 2 YOE, or should I wait til I hit 3 YOE? Which is better and will give me better advatange in the point calculation?
Another question is, can I apply when I have 2 years and 10 months YOE and claim it as 3 YOE?

Then realized that it's not actually a backup or like US green card.
You have to physically stay in Canada for 2 years at any given time within last 5 years to maintain it.
US green card is so easy to maintain, you just visit US once in 6 months.
So, if you take it as backup and not move within 3 years to Canada, your PR status will be revoked. I would not even consider it backup unless you really wanna move.
Also, you are in FB. If things go south in US or you really wanna move, you can ask FB to move you to Canada office and you get easy 200 points for having job offer (this will be more than the points you loose for age!)
(I’m not sure how infra company transfers work, probably that’s a little different)
Also, even if you don't get PR, once you are in Canada on ICT, you get Canada work experience.
For 1 year Canada work experience you will get 40 points more. All in all, if you really wanna move FB immigration will make sure to get you PR.
Case 2: you prolong your time in the US as you have three years once you get your PR to decide on whether to move to Canada.
Salary will be reduced by 40% but very less likely you will get killed by a gun. Also, peace of mind and I have found people generally very welcoming and sweet. Jobs are not that much in Canada compared to US but if you get in a stable job which is descent paying then you are set for life.
If you're middle class and white in the US you experience very little crime of any kind.
NPR is also rolling suicide into gun deaths using this contorted phrase, "gun violence deaths", since focusing on homicide doesn't work out for their narrative. In countries with fewer guns people use other means to commit suicide--more hangings, jumpers, overdoses.
Focus on gun crime excluding suicide and break it down by income and race and you will find that the US is comparable to other rich Western countries.

Next create an express entry profile and fill it up and keep it ready.
Just getting to this point is easily 2-6 months for most applicants.
Once you are ready to submit, then decide what you want to do. Don’t expect scores to go lower or stay the same. A lot of international students in Canada are graduating (number bumped after Trump 2016). They have a higher score because of Canada degree and with 1 year work exp, they get even more higher scores.
On Cic website You can calculate and see which scenario gives you higher score.
In either case it doesn’t hurt setting up for express entry asap.
Once you get PR(after landing in Canada), you have less than 3 years time to move. (Because you har to stay at least 730 days in a 5 year duration after first landing)
Don’t procrastinate because you want to calculate and get the right scores. Just create your application and submit. If after having more exp your score increases, that’s even better. In any case you don’t have the luxury to think about applying when you want. Suddenly you’ll find that you should have started the process earlier and then you’ll regret.
