learn to communicate

do you feel annooyed when empowered but incapable employees do any of these? I dislike when people can’t communicate via email properly and find excuses like that

Annoyed when people do the green check mark or the red cross ?

I'm confused. Should I be doing the red one or the green one? For example Thanks for your patience is a move that absolves you of any responsibility. Sorry for the delay is better.

I think green one is the correct one based on other examples

Yeah that was my interpretation as well. I like "thanks for your patience" as I personally apologize too much, so I'm training myself to phrase things differently. However, it is totally situation dependent and sometimes you should say "sorry for the delay".
