US has artificial restrictions and quotas on number of doctors because
- there is no logical need to for doctors to complete their degree before going to a med school.
- artificially limited supply and quotas on the number of those who receive medical degree.
- extremely high cost to enter the field (finish degree, go do medschool with insane tuition fees, go through residency).
- high cost of insurance and malpractice compared with other developed countries. American public likes to sue, like to sue a lot, lawyers and courts want to make money too.
