Kept on payroll after layoffs or firing ? (H1b)

Largely relevant for H1bs/ people on visas. Just realized that Tesla is keeping people on H1b on payroll for 2 months after layoff.
This is amazing.
Do any other companies do that in case of layoffs ?
Do any companies do this in case of firing ?
WARN is only for layoffs of > 500 people (for most big companies). What about < 500 people small layoffs or firing ?

Can someone explain how that is possible?
It does not count as being employed, however. Affected folks need to find a new job or leave 60 days after their real last day (not last payroll day).
