Part time masters considered as MS for H1b?

1. Have you seen people getting on to get H1B visa while being on a L1 visa when they take transfer from India to US? I ask because people transfer with a simple Btech and generally no MS from US and MS students typically have a higher chance of getting H1b.
2. If I am on L1 visa, and go for a part time masters, then, after it's completion, will I be considered in the 20,000 quota that is reserved separately for MS students during H1b allocation? Or does one need to be enrolled full time in masters in order to be considered for it?
