Two identical candidates, similar background (maybe even the same ethnicity), does the hiring committee prefer a US citizen or permanent resident over a candidate who requires sponsorship?

I’ve never in my 15+ year interviewing experience factored in country of origin, citizenship, or visa status of a candidate in my hiring recommendation.

Most of the time that information isn’t available to the HC.

We don’t consider that in HC meetings.

Isn't it illegal for a company to hire someone who needs sponsorship over a citizen of equal qualifications?

The whole point of sponsorship is that they can't find a qualified American supposedly.

You bring up a good point. Similar background , identical interview performance, identical ethnicity, the hiring committee will favor a citizen.
I don’t think those determinations are made beforehand, I heard it first hand, the evaluation also consider the sponsorship, because it adds additional cost to the employer.

That determination is made by legal and People ops before the interview phase at Google. Maybe you’re referring to other companies?

Just to add more clarity here. HC meetings aren’t an exercise in stack ranking. Decisions aren’t made relative to others. Each candidate is evaluated separately rather than comparatively.

Only at google and other places that do generic interviews instead of for a team.

I think most of the time this information is not available for HC. In many cases, recruiters didn’t ask or asked after I sign their offer
