Details about my case:
I am working with a Contracting Agency (A) since past 6 years , I am on H1-B and I-140 approved.
The associated Client (C) I work for extended a Full Time Offer recently.
(A) and (C) have a Vendor (B) in between.
(A) is suggesting I cannot join (C) for the next 2 years since I signed a Contractual Obligation back in 2015.
They're demanding $10k for the same.
Question)
Since (A) and (C) are not directly connected, should I be concerned about the issues raised by (A).

3) be reasonable: you seem to be saying (#2) that there is a buyout of $10k: won't you still benefit from the new opportunity even if you have to pay the buyout? Could you negotiate a signing bonus with the new company to cover it ("grossed up" for taxes)?
Note that #1 and #3 have in common the mindset of being obsessed with avoiding small, reasonable expenses regardless of net worth or TC.
