Manager: all of the responsibility. No actual ability to deliver. Your reports hate you because you have to a enforce company policy. You are basically a whipping boy. The only power you really have is to maybe choose who works on project A vs B. Oh and people are incredibly fucking childish so you get to deal with grown ass people who can't get along and need to funnel their conversation through you. Compared to that writing a unit test is pure bliss.
