Are USA MS CS students with CS undergrad looked down on as only doing masters because they could not find a job?

I am talking about American MS CS students who did CS undergrad, then do masters.
People may think that the only reason they are doing masters is because they could not get and keep a job after doing CS undergrad. For that reason undergrad students and international masters students are preferred.
These are things I have read and heard, how true is this? I think its especially relevant now as CS undergrads in this rough job market may just continue their education and go for an MS. But are they going to be looked at unfavorably?

I guess the concerns I stated in the OP are not true then? I am asking because I know people in this position that are considering going for masters after doing CS undergrad. I hope they will not be discriminated against for only doing MS because they could not get a job after undergrad
The reason remains, native talent supply for STEM is very less but demand is high. Citizens don't need to go for higher ed to get a good job Unless incentived. Higher ed is the gateway for internationals to enter the job market. Everyone is happy.
Having said that, I guess if you move to higher tier ivy schools etc, you may see more Americans going for MSCS.
