i have been talking to multiple companies. recruiters always give me a range of the TC in the beginning. is that TC absolute? do they get commission or incentives for low balling incoming employees? thanks in advance!

If you ask you more, they go back and ask for more. At least that how it works at every company I know.
I've run across plenty of recruiters who've given a TC range that spans about 75% of the actual TC range (ie, they'll say the range is $180-200 when it actually goes to $225), or, and more so in the case of external recruiters, they'll try to get you in at the max the hiring manager will allow.
External recruiters are fairly often compensated based on a portion of your salary. In those cases, they're incentivized to bring you in at the max they can. I had a phone screen with one particularly thirsty recruiter several years ago who, when I told her what my desired comp was, straight up asked me if I could increase my comp range request for her to pass on.
Disclaimer: None of these experiences have been for tech companies, so it might be different at FAANG or anything like that.
If anything, they will nag hiring managers about candidates that are not good fits.
The hiring manager is making all the decisions. The recruiter is the candidateโs advocate.
TC ranges are set by finance and are 95% firm. You can go above range with justification which will convince senior leadership and finance.
No commission for lowballing on corporate recruiters.
