A director in intel RTD telling an employee in grade 7 that he/she not eligible to be promoted to grade 8 because he/she needs to do improvement on behavioral aspect. There has not been any reasonable complaint about the employee to HR about employee's behavior. Rather the employee has been always hailed by most internal customers and is regarded as a technical expert by director and manager's own words. The employee thinks it is because the director is not himself organized, became director because there was void and is not otherwise eligible, does not like getting challenged, is very random in decision making, does not have respect for others, is authorative, and also do not have any development plan for the employees.
