Any visa in the bay for this low a salary absolutely should be rejected.
I'm in Utah and the purchasing power of 92k (in the bay area) is probably like 40k in Utah. ...Maybe not even that.
For the bay area any h1b visa below 150k should be rejected. Threshold maybe should be even higher than that.
