How are companies handling office closures when they need to file perm application ?
A requirement is that a company needs to post a job post for 10 consequetive business days for Americans to see. Given that fact, I am aware of a few companies that despite the office closures , is moving forward with filing PERM.
But so far I know that Twitter, Facebook, Door dash cannot file perm with current office closures. Their employees need to wait up to a year for offices to open so their cases can move forward.
What's the situation at your company ?

You just have to wait for 90 days to be past any layoffs.
Also, you have to divulge salary publicly. Not sure companies really want to do this although you can find it all on h1bsalary.
