He needs to go out and get a competing offer or two. Then, if he has a good relationship with the higher ups and truly wishes to stay at his current company he needs to ask them to match the offers. Rinse and repeat every few years as his scope/responsibility increases.
Is it a PM role? A PgM role? An Ops role? A Finance role? The function matters.
