Why did Google copy Oracle's code?

Just try to understand, why did Google copy Oracle's 11,330 lines of source code? Can't Google rewrite the code on its own? Isn't it common sense not to copy others' source code?

Funny story with java thinking. Couple of years back I was doing a code review and this guy refactored a hierarchy of ‘managers’ into SomethingManager and wait for it.. SomethingGovernor 🤣🤣 which managed managers. Now there were multiple governors of course, created by a factory and my feedback was to rename the factory to SomethingPresident.
Or if Google had approached Oracle/Sun then for approval, would it be granted the license to copy? It seems that it benefits Oracle too by making Java even more popular?
