I accepted an offer from other company and they are going to start the H1b transfer process. My question is when should i let my current Manager know that i am leaving the company? Also do they notify Manager when the H1b transfer is going on?

Let ur manager know, start a plan to transfer your work and leave on a good note.
U look like a person who has never been happy at a job and have vile relationship with ur management and team members.
Point here is, inform your company whenever, just make sure u have atleast 2 weeks between notifying ur old company and moving to your new one.
That 2 weeks should be good to help management move things around in your absence and also plan your KT sessions.
