I personally would not aspire to be a manager as IC6 is very attainable now as of the past year. Management is still a lateral move, but as the org continues to balloon, it can be a reliable path to IC7.
I do think generally the skills are non-transferrable, but that's because the bar is low, so they aren't really technical skills. Clicking in internal tools and copy-pasting configs is not the same as genuinely building something.
Many DEs I talk to are dissatisfied with the role but feel they can't easily leave because their own technical skills atrophy with time. You can do more technical work though, you just have to assert yourself. If you stick 100% to your role demands, you'll devolve into a tool aficionado, not an engineer.
