But I’ve already elected to contribute the maximum after tax 401k and convert to Roth 401k for 2022. Hopefully I can modify that if the bill passes. I don’t want some limbo after tax 401k sitting around in my Vanguard account…

I see the SALT limit as an effective protection against SALT increases because you can't just "write it off" on the fed. Local pols need to realize there is a limit to taxes and they need to get smarter, not tax harder!
Section 138311 doesn't have anything for 2029. Looks like mega backdoor roth is going to be nixed next year. And I don't think any senator is opposed to nixing backdoor roth. Why would they? Only a small portion of the voter base is impacted by this change.
