SDM here. I don’t have to PIP anyone that I don’t believes should be on it. I’m not forced by an arbitrary percentage.
Unfortunately Amazon have very small percentage of good SDMs like you! Are you incentivised to put people on PIP?

I don't think there is quota for PIP. Managers are encouraged to either PIP or improve performance, so it depends on what he thinks is the best/easiest path.
What is the guidance for the level of performance for which anything below that point needs to be actively improved via coaching or pip? How is performance measured?
Facebook gives you a deadline to get promoted or you get fired, until you reach a certain level. Amazon has a quota that achieves something similar in the if you don't get promoted you become a target ("why isn't he up for promotion after x years" leads to "because he has y area of improvement" which leads to a dev plan). At both companies once you get to a certain level this no longer applies. I think that's l8 at Amazon and a slightly less senior level at Facebook but I forget at what level there.
Facebook and Amazon have different processes. At Amazon it's a percentage, at Facebook it's an "up or out" policy, you need to get promoted by a deadline or you're out. It boils down to something pretty similar but the mechanism is different.
