I feel like recruiters from public accounting firms never reach out on linkedin. I get so many recruiters from private firms. Why? are they just lazy or they know they are the shit.
They recruit at the manager level, you can ping their firm recruiter for a follow up.
And if u know anyone there- staff get very nice bonuses for recruiting someone who stays for 6 months
All of the above plus they don't need to. They get more resumes than they know what to do with just from posting on their own website.
Answer probably depends on the job level you have in mind. Public accounting recruiters do reach out on linkedin (based on personal experience) but usually at the manager or at the very least senior associate level. As many other comments here mentioned, they receive plenty of resumes and emails from college students all across the country, so there is no need for them to actively search at the staff level. They also have ongoing relationships with schools' business organizations that host "meet the firm" kind of networking sessions, so they get facetime that way.

They hire from college mainly. It’s their business model. Getting in as a professional is a nonstandard track, it usually doesn’t make a sense
