Starting a Solar farm business

What stops somebody from buying cheap land in a sunny place (AZ, TX etc etc) and starting their own solar farm business? Seems like this would be a common thing for people to do (i.e. dumping power back into the grid). Is there some type of regulatory restrictions that is preventing more people from doing this?

    This idea is gaining big momentum in NY. A lot of companies are trying to get their hands wet, but the biggest restriction is the power companies. They control all of the credits/ kwHrs consumed and produced. So It’s really their say who gets to hop in and undercut them since you’re basically just selling cheaper sustainable electricity off of their grid.
