Is it OK to ping HM who took my interview and tell that recruiter behavior was unprofessional?

I gave msft India interviews and got selected but offer was low. I told recruiter to revise and she told me I am money minded. I want to join only for money. Go to other company and all. Although it's been 3 weeks I declined but I just want to name and shame her to HM. The only way I can do this is by telling HM on linked in. Is it a good way? I just want to vent out.
