Meta post interview - career profile form

I got an email from Meta saying I’m moving onto the next phase of the recruitment process and to fill out a form on the careers page, and if I don’t do it soon it may “delay my start date”. Shortly after my recruiter emailed to set up a call.

I had my on-site last week… does this mean an offer is coming?
