What happens when uber eats customers don't pre-tip?

I don't like to pre-tip, I leave a tip if they delivered on time and my order wasn't crushed or cold.
I heard that uber eats drivers can see the expected pay that includes your pre-tip. And if enough of them reject it because it's too low, uber dynamically increases the offer.
If this is true, then couldn't uber drivers and customers collaborate to get more money from uber to the drivers?

Tips are supposed to be a bonus. Not regular income. The fuckery that companies have done to tipping culture is absurd. I will NEVER pre-tip
I'd rather take 15m to pick up food directly that I called ahead to order.
That being said, if you do use the service you should tip because without these tips drivers are earning a slave wage (after vehicle running/maintenance/depreciation costs).
Such a scam
Not 100% sure but I think Uber might eventually up pay a little to the driver, but maybe not. Have definitely heard stories of orders with no tip not being accepted by any driver so you just don't get the food ever and Uber refunds you.
