It seems that all abuse complaints dealt with 'suck it up' attitude. Why?

Both men and women suffer mental abuse at top companies. I see that whenever someone complains about manager or company, usually the response is 'suck it up' or change the company/team. I want to point out its not easy to change teams or companies as you make it sound. Visa issues makes it 100x complex for many folks.
Why can't we teach lessons to managers or companies? Why is it always have to be employees fault?
I am not advocating diversity. However, treating others well is basic human gesture. What can be done?

Mental abuse is terrible but there are also plenty of divas out there who complain way too much
Then when someone actually has a real problem like discrimination it gets tossed into the same pile as all the whiners
