They usually don’t file visa for a managers unless he is technically very strong and contribute to code.

It's about finding out which companies support intra company global hiring. I know Ericsson does between Europe and USA. From India would need some specific skill set to justify.
Is Ericsson considers US employer ?
In old days it was if someone had a special skill set like network optimization engineering management and there were a few scattered groups around the world then if a position opened up in the US then they would take intra company transfer.
I hired a engineer, not manager, from both the UK and Australia, to the US in this type of example but we had a very specialized skill set need on our team at the time.
