fly to seattle for a9 onsite?

i was in bay area and reached out by amazon recuiter. i perfer positions in a9 as i do not want to relocate. i passed oa and get informed i have to fly to seattle for onsite even the position is in a9. is that normal for a9 onsite? or i should change the recuiter? thanks!
