Mostly the people. Everyone I have dealt with for the most part are genuine and care about the important work being done to help the city and its 8M people. The hours are 9 to 5 and no one expects you to stay late unless there is serious work to be done.
The bureaucracy is just over-the-top and spilling onto to the floor...flooding the entire building!! The tech stack is ancient and you don't work closely with teammates, either. You don't get the support you need and new programmers often leave for higher paying opportunities within a few months to a year.
