I think people miss the point of refreshes…annual refreshes allow people to own the latest and greatest but it also helps people on different cycles to upgrade this year too. Someone who is due for an iPad upgrade because they owned theirs for the past 4-5 years may appreciate the release. Similar to how car manufacturers do incremental upgrades and redesigns every few years
