Nothing new here. Nation-state sponsored groups are actively doing reconnaissance on infrastructure, sensitive information, or pretty much anything that can be leveraged for strategic purposes. Look at APT10 (Chinese APT group that’s been operating for some time now). Iran, US, Russia, etc are all involved in this.
