Like UAE? Even Singapore to some extent is like that. Very little tax (max 15%, but for most people is less than 10%) but a lot of public resources (e.g., 80% of the population lives in public housing)

UAE: they have a lot of oil and a small population Singapore: is a bit different. There is still income tax, sales tax and corporate tax but comparing to Scandinavian countries, they are much smaller and the social benefits are better. They a have strategic location and know how to use it perfectly. Their port alone generates 7% of their revenue. They have a high corporate tax (28%) but we should put it in the context that majority of that revenue comes from international corporations. Sales tax is 9%, except for cars which is about 100% (but this is to promote public transportation which is among the best in the world if not the best). If you are a resident you pay a little tax and get great social benefits.
