Schengen visa

[On H1B] , living in US We are planning to travel to Italy in April/May. Looks like visa appts for Schengen visa at LA/SF are unavailable. Can i make refundable reservations for another schengen country, get the schengen visa , cancel all those tickets and travel to Italy on that schengen visa ?

No. The entry has to be from the Schengen country which gave you the visa. But then once you enter you’re free to go to any other Schengen country.

has the rule changed because last time I had a schengen visa for Switzerland but I entered through Italy (Milan) without any issue whatsoever
