I opened a retail repair shop for phones. A lot of people are requesting unlocking to change carriers. Does anyone know how unlocking works? A lot of commercial websites exist but are unreliable and dodgy. I want to understand the source they are using and how? It is likely a software code generated. Anyone know and is willing to chat?
The carriers have the unlock code which can be requested based on the eligibility of the subsciption/contract. T-mobile gtants a temporary unlock (limited duration to allow international travel) any time but permanent unlock is based on original contract terms.

Is there a way a wholesaler can request access / unlocking? Especially if willing to pay / unlock?
I used to unlock iPhones and my understanding is that the carriers unlock the phones using the phones imei number. If you meet the carriers requirements like if your contract has expired, you can request them to unlock and they'll add the phones imei number to a server with a whitelist. After that you would just need to restore your iPhone to complete the process. They have the discretion to approve or deny your request. There were a lot of third party wholesalers that somehow have access to these whitelist servers. I found them through several sources like eBay and other communities. I'm not sure how they were able to get access but I'd sign up for their service on their sites and pay x amount for an unlock request through their web app and get them approved within 24-48 hours. They could unlock even if you didn't meet the carriers requirements but there was a crackdown on unlocking stolen/lost phones and I stopped doing unlocks so I'm not sure how reliable the services are now. Some places claim they can still unlock lost/stolen phones. They're still around at least because I still get some of their marketing emails.
I used to work at a shop that does unlocking and unblocking (blacklist/blocked). I still use them and unlock people phone once in a while for small fee on top of cost. PM me if you want some help.
