I heard that USCIS is asking for passport numbers now when you file for an H1B petition. They're doing this to stop people from cheating the system by registering multiple times and taking up more than one spot. However, I couldn't find any details about this on the USCIS website. I do see below screenshot info in the frequently asked questions section on uscis website.
There’s this DHS rule which was published in February. All I could figure out with a quick glance is that they’re going to ask for the passport number along with the registration. Although, there’s an argument for people who don’t have the passport or valid travel document at the time of registration and they’re abroad they get exception. Yes and everyone who has been registered multiple times will be disqualified.
OP, if your name was registered multiple times previously to bear the lottery, USCIS is now revoking and banning those petition holders
