Would IBM consulting software engineer be a good first job? (New grad). Would consulting side look good on resume? Hesitant because the client company isn’t somewhere I want to work at (gov company). And they strongly discourage leaving within the first few years. Not that I can be picky… edit: why would you choose Rakuten? (By majority vote)

What are the numbers? If they don’t differ by too much, and you want to stay in software engineering in the long run management track counts too), take Rakuten. Consultancies typically don’t “own” anything they build long term so you may not learn as much. Never worked at either tho.
Ive done both product development/support and consulting. I'll say IBM is what I'd choose. You'll likely get diverse experience - across clients - across industries - across tech stacks in a much shorter period of time. No, you likely won't be supporting product systems but that's the least enjoyable part of the job and you can learn it later. Get that breadth-first experience and then dive deeper. You may have a client in financial industry, and realize wow I love finance then eventually join a Fintech. Same with Healthcare, Government, whatever. Just be sure that you'll be actually coding, whatever position it is you take. Also, look into why each company is rated the way that it is. Of the 5 companies I've worked at, each rating has been spot-on on Blind and Glassdoor.
Not sure what Rakuten is offering you but consulting is a great gig to start off as you will gain a broad range of experiences and lots of opportunities to try responsibilities such as leading client meetings, manage or developer products, etc. IBM has been great for me as well so I’d say IBM consulting unless Rakuten was paying more with equal benefits.
