How to file a complain againts medical pratice in NYC ?

This provider in NYC is making up rules and asking me to pay $100 as cancellation fee if i want to keep my appointment when I clearly rescheduled my previous appointment well before the usual 24 hours candellation window ( which wasn’t even mentioned on their zocdoc profile) . when I questioned them they told me to read their ZocDoc practice description. I sent them snapshots of their ZocDoc profile and mentioned how there was nothing written about cancellation policy. They clearly edited the description in the next 5 to 10 minutes and asked me to see it again. When I did it was mentioned that the cancellation policy is $100 for within 24 hours of the appintment. I told them firstly that was something that was not present there initially on the ZocDoc profile and also that I anyways rescheduled way before the last 24 hours window. Next thing I know the practice replied that they won’t be replying to me anymore and if i dont want to pay i can cancel my appointment. i have reported the issue to ZocDoc ( havent heard back yet ), I want to report this practice to the medical board or even the NY city or state. How do i go about it ?

Its not about $100 its about a medical practice that is meant to help people abusing their power !!
