What will Zillow do if its employee wont' get H1B for 3 times considering they don't have offices outside US?

I have asked the recruiter on Friday. I got my numbers on Friday. So I am waiting for them to respond. But in the mean time I wanted to know from folks at Zillow cause I love the position at Zillow
My other option is Microsoft for visa reasons. But I have to choose between these two.
I have to question how many people Zillow can bring to our Canadian office at present since it can only support like a dozen people, tops.
Do they send employees to Canada and bring them back?
I am a people manager at Zillow and while official policy does not encourage remote work, the situation is different if you have valid reasons. There are team members at Zillow who work remotely.
Hi I hear that Microsoft, Oracle, Google send employees to Canada so that they can work remotely from there and bring them back on L1 Visa and apply for H1B again. Would Zillow be doing that? I liked the role at Zillow to be honest and I am only worried about the H1B.
