one of my friends mother overstayed her B2 visa by under 2 weeks, because she tried to extend her stay but her application got returned for incorrect fees.
she had to book her air ticket right away, but rhe earliest affordable flight is 13 days after the notice.
she will have to go to US consulate in her home country to interview for another B2 visa. Will her overstay affect her B2 visa ?

At least that's what someone who is law-abiding would do - and is what is expected. Overstaying is a violation of the law; in many cases, those who have violations on their record don't get to come back.
If you're aware that you're gonna be overstaying, you should leave immediately even if it means paying $1-3k extra - which is usually the markup for flights not booked in advance. If she overstayed, she'll likely be banned for around 10 years.
It may not affect the visa re application but it will sure as hell give the officer a nice excuse to reject all future applications

Second - it also depends on how the rejection / request to fix fees came back
The trump administration also made policy in some cases much tougher
Now I don’t say 10 years - but up to 10 years
I've a relative who overstayed on F1 Visa for a little less than a month in 2011 because he misinterpreted some rules. His subsequent Visa attempts (B2 and H1) in 2016/2017 were unsuccessful because of that infraction. After a lot of documentation and hassle, he got an L1 Visa in 2018 but it was approved only because his company was able to prove that his denial will result in considerable financial loss for them.
I genuinely hope your friend will not have to go through the hassles my relative did.

Looks like there may not be any automatic ban triggered, but authorities will obviously have powers to reject future visas looking at this violation.
It looks like he/she doesn't really care about overstaying if they thought it was a better option than an expensive flight ticket...
