OP. Get DL asap. Is there something stopping you? $250 a month is bad but I guess u can endure it for a month.
Get a lisence and get insurance. In short don't break the law.
Wait. They probably got insurance. Dealer won't sell them car without insurance. Also DMV won't register a car in their name without insurance.
I don't think dmv checks insurance for registration. Dealers may.
3 years isn’t that long, that would place you at a 19yo level of experience in the US. $250/month for a 19yo sounds about right tbh. Also I’ve heard that the rules of the road are a fair bit different there?
Try Statefarm. My friend got a good deal as the agent included Indian experience. Also AAA is one of the cheapest without prior experience.

Try farmers. I had the dame experience, they considered my Indian driving history.
I did the same and the insurance company sent me a notice in few months to submit a valid American license or they would terminate the insurance. Luckily I had my drivers license by then. So get ur license ASAP.
