You mean like a sports coat right? Maybe not if it’s with a T-shirt under, depends on the audience. A nice sweater or button down under will definitely work though. Outside of that, outerwear doesn’t really signify how dressed up you are since you usually take it off.

Darker jeans dress up better, and don't wear any with tears or texture, but otherwise I would say yes.
