I went for google and facebook interviews, and progressing in both however fb seemes to move faster, can I negotiate with facebook with my potential google offer? do recuriters only accept confirmed competing offers to give a counter offer?
I am thinking that passing the fb interview and reaching the offer stage makes the google offer more likely, no?

I have experience only as hiring manager in previus company... And the approach was simple... Either engage to negotiation or tell him good luck... I see no difference between claiming you have better offer, your current salary is higher or you just want more money... If the ask for your tax return would you submit it?
What they will do typically is accelerate the hiring process. Which is something you might prefer if you're well-prepared, rather than waiting weeks for results/next stages. Typically, offers are valid for 30 days. And Google will ask for evidence of the competing offer if you say you have one. they asked me for my latest payslip at a non-FANG company, plus my passport scan (which I assume was to get my age). It's also the only time they scrutinised my employment dates on CV (when they were putting together the offer). It ended up being 50% higher than my current position so I just said "f%&k yeah!"

Australia. I don’t think it’s legal here either. But ended up getting a fantastic offer (60% increase over supplied payslip, plus 100k stock, so I didn’t bother so much)
