I work with this guy who hardly comes to meetings or replies to emails. I have to bend backward to work with him, and this is getting me frustrated. I spoke with his manager, and nothing happened. What do I do next knowing my company is pretty chill on these matters 1. Speak with my manager 2. Speak with his manager's manager 3. Just get along...
May be he is going through a personal issue?
I doubt it. He has been like that many months.
Ask his manager. Sometimes managers know about it and it’s not shared with team

Will 2 work? I have been thinking about this.
he will happily give you the work and he chill. dont do it
Why don’t you just take over his work?
haha
Worry about yourself...that’s all you can control
Does the work get done? Or just a lack of meeting attendance and email replies? If the work isn’t getting done, escalate it to your manager.
It is but taking longer. The more I think about this, it is cultural I think, kind of go with the flow, be nice.
Your only option is to CC his manager on all emails & communications (‘making sure he’s attending the meetings as well). This way his manager takes action so if there is a deliverable missed etc, you’re going to his manager to inquire instead of dealing with someone who’s not interested. This is called managing up & holding colleagues accountable. As the manager’s manager, if you came to me with this issue, I’d think you’re incompetent & petty. Definitely don’t do that.
Great point.
TC, Location?
Just try and work it out, You have already told your manager. I’m sure you aren’t the only employee whose complained about him. Situations like this usually work themselves out eventually in my experience.
