The rough breakdown that the recruiter told me is: 150K base, 100k equity, some sign on. She said she has some wiggle room for 10-20k
The short answer is that the recruiter is always lying about ranges. Get a fat offer from someone else and they'll change their tune. However this does sound pretty typical.

I received an offer for L5 PgM yesterday but it was lower: 150k base, 70k equity and no sign on bonus.

As mentioned below, you aren't calculating TC right. Also 280k for an L4 is laughable. You're getting significantly overpaid for a nontech PgM which is not respected in G. L4 ranges when I was at goog for a PgM were around 150k TC based on the internal sheet surveys. Somehow you're getting paid more than TPMs.
