Back in Feb 2019, I gave my onsite interview for a USA based Software Engineering job. I was rejected. My recruiter asked me to wait for 9 months to apply again. Question is Am I eligible to apply to Google Cananda in the meanwhile to take another shot.?

If a recruiter is in touch with you, ask. They’re mostly okay with Canada (and any other country where immigration is not a pain) as long as there’s a team match.
