When you say depends on product/team, are you referring to current team or the target team in SF. If someone is flexible on the target team is it possible to move? How does it work do you have to reach out to target team, interview and get an offer?

Why would you want to go Seattle to SF? Pay is same, taxes worse, rent is way worse, traffic is worse.
