I have an offer from a company TC 320k which is about 100k more than my current salary. The only reason to join is that it is the best offer money wise. The company is asking me to join in H1B and is not willing to wait for 6 months. Also my Visa is expiring in 2 months but got approval for extension. Is it risky to join on receipt? Will there be any travel restrictions?
Don't join. This is the price you should always be ready to pay on H1b. If you join then prepare yourself that if you get RFE that you will be ready to go back to your home country.
RFE is considered as processing. You don't have to leave if your petition has not been denied.

Why do you want company to wait for 6 months? H1b transfer should get done in a few weeks(2-3?), Also premium is goin to be enabled soon. Get transfer done and only then leave. Any decent company should be willing to wait till your h1b transfer is approved.
If your Visa extension has been approved, travel, get new stamp then join on receipt. That way even if your transfer hits the worst case scenario, you will not accure illegal stay and can stick around till the issue is resolved or you find another job.
Don't join. Wait. Trump's America is crazy. I would be very careful if you have a family and are planning to settle here
Also which company is offering you 320K as TC ? And what’s your YoE ?
A lot of companies do
Ask your new company what is their plan if the H1b transfer gets rejected ? If they say, they will let you go, then offcourse don’t join. If they say they will accommodate you in another country or something then you decide considering the risk factor of the worst case: that is new company but outside US vs same company in US.
OCI? Oracle is not good at handling visa issues.
Join. Don't travel.
