HR 170, which increases h1 minimum wages to 90k and up to 130k has passed committee. It will affect those who have pay less than 90k in most of US and likely less than 130k in Bay area.

Not sure startups can quantify total comp. They certainly won't be paying 130k for a fresh grad unless the person is an outlier of an outlier.

In h1b petition the total comp is never mentioned. I think this is just base salary.

It takes the problem from bodyshops and moves them to depressed wages for people in large product companies, since it doesn't remove country caps. To be clear, this is no doubt a good start, but wait for companies to proclaim that all is good with h1 and start asking for more h1. The underlying problem with country caps which keeps wages artificially low will persist.

It is funny that an Indian person from NASSCOM?? is trying to defend IT consulting companies and opposed to this law which will protect many Indians and contribute to the clearing of green card backlog (at least for future green card applicants). They should investigate this guy's org for bribery. He is basically doing nothing good for both US and India. If out sourcing firms retract to India, that is actually good for Indian economy and average wage will increase in India while people at US also benefits by increased wage and no more fear for h1b lottery as demand will drop dramatically. This is a win win though it is too late. Imagine if the law was introduced five years ago. Green card backlog would not have been bad like now for people of India.
Even if it was introduced 5 years ago, the backlog would exist. If it existed since 2007, then likely yes. However, the competing force is that deep pocketed product companies will do the same. Until you remove per country cap, this issue will exist. There is no cap on input but one on output. An immobile or less mobile worker will depress wages for all. Today it was cheap consultant companies, it will soon be large companies that use h1 to depress wages. Also did anyone wonder why the 'h1 dependent' company criterion went from 15% to 20%? (Answer: fb).
Country quota was introduced for a reason. When one country dominates immigration, this group of immigrants will never assimilate to the current culture. Instead, it will spread out their culture and you will begin to wonder - if the culture is so desirable why immigrates to US in the first place when they can enjoy the culture back home. Also, it will contribute to brain drain. India is one of the poorest countries yet there are so many executives and leaders in the world who came from India. Imagine what would happen if there is no quota and green card pool is increased. US will turn into another India and India will become even more poorer.
