I'm planning to move to the bay area to work for FB. Planning to buy a house under 1M. School district not a concern since we don't have kids yet. Please share your thoughts on Newark/Hayward area in terms of safety/commute (Shuttles)/pricing
Hayward is a scary place unless you live on the golf course in which case you are spending above $1m.. try Fremont
What about Newark?
FB is opening office near Newark, so you could ask relocation there once they open. after that you won't even have to cross the bridge.

Fremont is expensive now and new homes will have a premium. The new community opening up in Newark is at 1.1m range. What about Union City?
I know you said you don't care about schools but the school rating often indicates the safety and cleanliness of the neighborhood. I would not buy in Hayward or anything north of Union City in the East Bay. Honestly if you're only interested in new construction under 1M, you're SOL. My wife and I are just finishing up a purchase in Newark for a freshly renovated home in a nice neighborhood for 1.275M.
Newark has some nice townhomes for under million if you’re ok with that. I was about to buy in Newark but lost the bidding the process. Ended up settling for a home in Fremont. The commute to work isn’t bad. With Newark, you get a little more “diversity” if you know what I mean. But I never felt unsafe. It’s also gentrifying at a quick rate.
"Diversity" varies from neighborhood to neighborhood like most cities but more "diversity" in Newark than Fremont though there are plenty of nice clean safe neighborhoods in Newark. I definitely agree with the rapid gentrification.
Check out Pacific Terrace in Union City. Built in 2007 or 2006 and right next to BART station if you decide to take up a job in the city later.

Skip Hayward, go for Newark if you must choose between the two. Bits of Newark, Fremont, and Union City are adjacent to 84 so Dumbarton is easy access if you're working on the Penn. Just as an fyi: new homes are not without their problems
Stay away from kb homes. There are known for their shoddy quality
