How to respond when HR wants to know your expectations?

The company I applied to is going to make me an offer and the HR sent me this message: We would like to know about your annual salary expectations. This company is based on USA, but the position is for Europe, and I am aware that salaries vary a lot, so I wonder how to actually respond. For instance, using stack overflow salary calculator an average for European SWE 2yoe is 60k, but in the USA is 150k.

Sounds about right for Europe

Answer honestly, they will tell you if the job you are interviewing for has a max salary they can offer.

Ask for their range .

But let's say that they say 50-60k, it is obvious that I would ask for the max range value. I don't see the logic asking a range.

The reason to ask for a range is to not put a low number from your end. When they give you a range, you can decide whether to take the offer or pass on it.
